Are they illegal or not? Channel 4 has learned at least two internet cafes have re- opened once again in Jacksonville. This -after state investigators made a big show earlier this month that these types of facilities.... are not allowed in florida. Channel 4's Scott Johnson has been talking to the owners of these facilities who say they're doing nothing wrong. 3 3 twice now internet cafes have been deemed illegal by the state ... now for the third round... owners tell me they've found a technology that technically isn't illegal... and they believe they'll be allowed to stay open this time. 3 00-0616-21the state shut them down last year... then a number of internet cafes re- opened...then again earlier this month FDLE raided the cafes and shut them down again... now after a two-day investigation we've learned at least two jacksonville internet cafes have re-opened for a second time.RAFAEL HERNANDEZ/JACKPOT CITY SOCIAL CENTER 21:09 - they're being real unfair. So therefore it's not gambling. over at this one on normandy boulevard when I went in they wouldn't allow our camera to shoot inside ... but they told me the new computers there are legal as well.I contacted the florida department of law enforcement...they told me they could neither "confirm nor deny" whether they were aware of the cafes re- opening...but they told me to check back in a couple weeks to see if they take any action...
