New Courthouse Price Tag Nears $400 Million

The latest and most expensive plan yet for a new Duval County Courthouse was unveiled on Friday.

The proposed building would house both criminal and civil courts and would cost an estimated $395 million -- more than double the price voters who passed the Better Jacksonville Plan in 2000 agreed to pay.

"We need to bite the bullet and move on," Mayor John Peyton said on Friday. "I wish it were different. I am not excited about it, but it's the right thing to do for Jacksonville and the right thing to do for the taxpayer."

The original budget for a new courthouse was $190 million, but once detailed plans were drawn up, the cost grew to $263 million. It kept going up until the mayor capped it at $316 million earlier this year for a building that would house only the criminal courtrooms.

"Is it more than we want to spend? Yes," Peyton said on Friday. "Is it too much? Well, I think we are going to get value out of that. We are going to look at the long haul for the city of Jacksonville."

The courthouse review committee looked at the new plans and, other that tweaking some items, gave its approval.

"I think it would be best for the community," Chief Judge Don Moran told Channel 4's Jim Piggott.

Those who watch the way Duval County spends its tax dollars said they think money will be found in the new garbage, storm water and utility fees.

"They have to find that extra money somewhere," said John Draper of the group Concerned Taxpayers of Duval County. "Unless they go back to the voters for a referendum, they are going to try and use these three new taxes."

Peyton said the additional money would not come from the new fees, but from a bond issue. He believes that he can convince City Council to approve the plans and the bond issue despite tough budgets caused by shrinking property tax revenue.
