2nd Suspect In 3 Days Dies After Tasing

POSTED: Tuesday, November 20, 2007

For the second time in less than 48 hours, a suspect shocked with a Taser gun by a Jacksonville sheriff's officer has died.

Police said the incident followed a wreck involving the suspect's vehicle in the 200 block of East 5th Street in Springfield about 3 p.m. Tuesday. The driver then got into an altercation with another man.

Witness David Webb was in the middle of all the action. The wreck involved his SUV that was parked on the side of the road and led to a fight and a man being hit with a Taser gun.

Webb watched the incident unfold.

"I was standing right here, and he kept wanting to come in," Webb said.

Witnesses said the man was belligerent, standing in the middle of 5th Street and fighting with everyone, including police.

When a police officer and a community service officer arrived and tried to break up the fight, the officer used a Taser gun on the man.

"He just kind of stunned right there for a few minutes," Webb said.

More officers arrived and the man continued to struggle.

"From what I understand, it was about all the four officers could do to get him subdued and handcuffed," Jacksonville Sheriff's Office Chief Dwaine Senterfitt said. "They began to struggle with this individual, got with him down on the ground. At some point, the officer was able to get his Taser and deploy his Taser. They continued to struggle with this individual. The Taser did not stop him from fighting."

"He kept fighting 'em," said R. J. Montigny, who witnessed the fight. "The guy Tased him a couple times -- it didn't even faze him. They finally got one handcuff on him and kept trying to roll and kept fighting with them."

Police said the man continued fighting even when rescue personnel were trying to check his vital signs, which is standard practice after suspects are shocked by Taser guns. He was transported to Shands-Jacksonville Medical Center and died a short time later.

The victim's name has not been provided.

Police said an investigation would reveal how many times the officer's Taser gun was deployed. The witness thought it was used at least three times.

The scenario is similar to a traffic stop on Sunday night in Mayport that left a man dead.

After 21-year-old Christian Allen was pulled over because his radio was too loud, both he and a passenger ran. A police officer caught up with Allen and used a Taser gun at least three times before Allen was taken into custody, according to police reports.

A few minutes after he was placed in the back of a patrol car, he suffered a cardiac arrest and died later at a hospital.

Allen's cause of death is pending toxicology testing, which usually takes days, if not weeks.
