DUI Suspect Stopped After 2-County Chase

A driver police suspected had been drinking led police on a chase through two counties late Thursday night before being arrested after officers rammed his vehicle on Interstate 95.

Police said the incident began when a Cadillac Escalade driven by Ryan Boyd, 27, of Jacksonville Beach, refused to stop when a St. Johns County deputy tried to pull it over. The chase proceeded north, crossing into Duval County.

"One of my officers picked them up at I-95 and Baymeadows," said Jacksonville Sheriff's Office Lt. Roger Highcove. "(We) got behind the vehicle ... believed it to be a person driving under the influence, a DUI."

Police said Boyd was driving erratically, but never exceeded 60 to 70 mph.

Almost an hour after it began, police used stop sticks to flatten two of the SUVs tires and slow the vehicle. A police car then intentionally struck the SUV's rear -- a PIT maneuver -- causing the pursued vehicle to spin to a stop on I-95 northbound just before the spit with the Main Street Bridge.

"We were able to successfully stop the suspect, but he ran," Highcove said.

Officers used dogs to apprehend Boyd, who suffered a dog bite and was taken to Shands-Jacksonville Medical Center for treatment.

A search of his vehicle found a open bottle of vodka and prescription pills identified as hydrocodone.

"In this instance here, it proved he had a total disregard for life, for the officers and the public," Highcove said. "We were forced to use what we used to stop him. Nobody was hurt, other than the suspect, so it was successful."

According to the police report, Boyd told officers he suffered from paranoia and said he didn't stop for officers because he did not know they were police.

Boyd was charged with 12 charges, including three counts of aggravated battery on a law enforcement officer, resisting arrest, aggravated fleeing, possession of a controlled substance, possession of an open container and traffic offenses.
