Palatka Man Accused Of Sexual Battery

Putnam County Detectives Say Two Cases Similar

POSTED: Friday, July 18, 2008

After a three-month investigation into allegations of sexual abuse, 64-year-old Palatka resident Jim Kilburn Bruce was arrested and accused of attempted sexual battery and sexual battery.

The investigation began in April when a 52-year-old woman filed a complaint of sexual abuse with the Putnam County Sheriff’s Office.

The victim told investigators that she had hired Bruce to do odd jobs around the house. She said he became increasingly enamored with her, stopping by her house unannounced and calling her several times a day. She said that one day last summer, Bruce exposed himself to her and grabbed her, groping her breast and trying to pull up her shirt. The victim was able to fight him off.

During the investigation into the initial complaint, the detective learned of a second victim. She described a similar story, with Bruce began doing work around her house following the death of her husband. She said he began dropping by and calling. She said Bruce ultimately held her down and performed oral sex on her.

Putnam County Judge Elizabeth Morris issued warrants for Bruce's arrest, and he picked up on Thursday.

Bruce was booked into the Putnam County Jail, but he posted a bond of $5,008 and was released.
