UPDATED: 1:56 pm EDT August 4, 2008

The Florida Highway Patrol said the St. Augustine woman who was driving the wrong direction on Interstate 95 when she struck another vehicle head-on was legally drunk at the time of the crash.

Rachel Higgins, 33, died in the crash. Also killed was 45-year-old Debra Baughman, who was traveling with her husband and two children when their car was struck.

FHP said Higgins' blood alcohol level was .20, which is more than twice the limit.

Baughman's family, from South Carolina, had been vacationing at Disney and was heading toward a family member's home in Orange Park when the fatal wreck took place.

Baughman's 13-year-old son, Aaron Baughman, suffered a broken neck in the crash. Her husband and daughter, Scott Baughman and Lindsey Baughman, were also injured.
