Riot Video Of Fired Officers Released

4 Corrections Officers Were Fired For Using Unnecessary Force

POSTED: Tuesday, July 14, 2009

The Jacksonville Sheriff's Office handed over surveillance video of a riot last September at the juvenile detention center Tuesday.

In the aftermath of that riot, four corrections officers were fired, accused of using unnecessary force.

In a rare look behind the scenes of the juvenile detention center, you see one of the inmates break the sprinkler system, causing the dorm to flood.

And that's when the riot unfolds.

What you don't see on the tape, according to internal affairs, are the inmates allegedly arming themselves with shanks.

In one clip, in one of the dorms, about 40 JSO corrections officers storm the room, some of them wearing riot gear.

Immediately, the inmates on the far left of the screen start putting their hands up and drop to the floor lying face down.

But if you look closely at the very top of the screen, one of the inmates sits alone on the bed without resisting and then an officer comes in and slams him on the floor.

As the officers are trying to handcuff the remaining inmates, at the far bottom left corner, you see one of the officers kicking or kneeing an inmate who was already lying on the floor.

One by one the officers start picking up the inmates and escorting them out.

As they're doing so, internal affairs said, the video shows one of the officers on the bottom of the screen punching an inmate in the head after he was already handcuffed.

Seconds later at the very top of the screen, another officer knees an inmate in the torso. Moments later, another officer knees an inmate, all while the inmates were being walked out.

The sheriff called these cheap shots taken at the juveniles expense.

"Inmates who were being escorted offered no resistance," Sheriff John Rutherford said. "It was completely unnecessary."

But just when it appears the officers have everything under control, another officer in the middle of the screen is seen kicking an inmate lying on the floor.

And finally, before it's all over, the officer standing at the very back of the room appears to step on the inmate's groin area while he was face down and already being attended to by three other officers.

"You see the tape. It's pretty clear," Rutherford said. "Thankfully none of them were injured, but that doesn't remove the fact they were struck by officers."
