Firefighter Inmate Supervisor Arrested

Report Says Firefighter Who Looked After Inmate Work Crews Traded Favors

His job was to look after inmates who are doing clean up work for the Fire Department, but police said firefighter Daniel Foote was abusing that position.

Police said Foote, a 21-year veteran with the Jacksonville Fire Department, was arrested on bribery charges, accused of taking money, cigarettes and sex in exchange for granting favors to inmates.

Foote works for the Fire Department as a maintenance engineer out of a warehouse on the Westside.

Police said he was qualified to supervise inmate work crews by himself.

The crews would do simple maintenance work there and at other firehouses.

One of the inmates turned into an informant and went to police about what he said was going on with the bribes.

After a month-long investigation, Foote was arrested.

Police said Foote offered and accepted food, cigarettes and $20 to let a prisoner see a girlfriend who was actually an informant for police.

The police report says Foote told the informant she could have sex with the inmate and allow him to have sex with her for $30.

He told her, " If I'm doing you a favor, I'll let you do me a favor," according to the report.

After he was arrested, police said Foote admitted to taking money in the past but advised the money was used to purchase food for the work crew inmates.

"What is going to happen is the Jacksonville Fire Department will conduct its own investigation," said John Bracey, a Fire Department spokesman. "We will cooperate fully with the Jacksonville Sheriff's department and their investigation. Once all the agencies involved have identified the facts and know the details for certain, those agencies will be able to make some decisions."
