Man At Church During Cub Scout Meeting Charged With Indecent Exposure

ORANGE PARK, Fla. -- A 46-year-old man waiting at a Middleburg church during a Cub Scouts meeting allegedly exposed himself to a woman employee of the church, according to charges filed by the Clay County Sheriff's Office.
Richard Colligan was arrested Friday night and charged with indecent exposure after the charges were investigated by detectives.
According to the arrest report, Colligan offered to help a woman cleaning Middleburg United Methodist Church to take out some trash Thursday evening , then when they returned inside the building, pulled down his sweat pants and exposed himself to her.
The victim told detectives that when Colligan pulled down his pants, she said, "You are crazy," and ran from the building. She drove home and told her husband, who called police.
The victim told investigators that she had seen Colligan at the church on previous Thursday evenings while the Scout meetings were going on.
Clay County Sgt. Mark Tate identified the suspect as Colligan and he was arrested the next evening.
Detectives said there was no evidence that Colligan's behavior involved any of the children there for the Scout meeting and was isolated to this one incident involving an adult woman.
The Black Creek District of the Boy Scouts of America told Channel 4 that Colligan's membership was revoked as a result of his arrest. A spokesman said Colligan was a member of the parent committee and had no direct contact with children.
