25-year-old arrested in 2012 deadly DUI crash

Passenger, 22, suffered critical injuries, died days after crash

JACKSONVILLE, Fla. – A 25-year-old man was arrested Saturday and charged with vehicular homicide, DUI manslaughter and several other charges stemming from a deadly crash on Interstate 295 in December 2012.

Jacob Thomas Lin-Justiniano was driving a Nissan Pathfinder that overturned on I-295 at San Jose Boulevard about 4:30 a.m. on Dec. 10, according to the Florida Highway Patrol.

Lin-Justiniano and a passenger, Qiante Royale Jackson, were ejected from the SUV. Jackson and passenger Fiona Ann Castor were also hospitalized with serious injuries but were released.

According to the FHP, Lin-Justiniano, who was 22 at the time of the crash, lost control of the SUV, which struck a guardrail and overturned.

Lin-Justiniano, Powell's best friend, was also critically injured. His blood alcohol level was .123 at the time of the crash and his blood tested positive for midazolam, an anti-anxiety medication.

Lin-Justiniano is also facing charges of DUI with serious bodily injury, DUI with damage and driving on a suspended or revoked license second conviction.

Powell briefly went to Sandalwood High School but graduated from a high school in Hawaii. He played soccer, baseball and football, and graduated with honors, then joined the Army after graduation.
