MAYPORT, Fla. -- Commander U.S. Naval Forces Southern Command, Rear Adm. Vinson E. Smith hoisted his flag for the first time in Mayport this week.

About SOUTHCOM U.S. Naval Forces Southern Command controls all Navy operations in the Central America, the Caribbean and South America. SOUTHCOM has two major tasks: Defend U.S. interests within its assigned area. Assist the development of modern militaries within friendly nations in the region. Mission Statement: "USNAVSO commands forces and interacts with partner nations to shape the environment ... by conducting theater security cooperation and counterdrug activities to promote democracy, stability and collective approaches to regional security; when required, responds to crisis to maintain regional stability; and to protect U.S. national interests, and prepares to meet future hemispheric challenges." Smith's arrival in Mayport, signified the home port shift of the command from Naval Station Roosevelt Roads in Puerto Rico. An official change of home port and flag breaking ceremony will be held on April 23.

"Mayport is an ideal location for our headquarters, since most of the ships that deploy and operate in our area of responsibility are home ported right here," Smith said. "Given the high quality of life and strong community support for the Navy, Mayport was a great choice."

Smith and his 70-member staff are in charge of all U.S. Navy personnel and assets operating in the Southern Command area of responsibility, which includes the Caribbean Sea, Eastern Pacific and South Atlantic. The command also coordinates training initiatives between the United States and navies in the region.

The Southern Command's move was in compliance with the 2004 Defense Appropriations Act, which directed the Secretary of the Navy to close Naval Station Roosevelt Roads by March 31, 2004.
