Officers said a silver Isuzu was heading west on Ramona and a green Ford was heading east. They said the Isuzu made a left turn without a signal and crashed into the Ford.
Firefighters used the Jaws of Life to get a trapped victim out of the silver SUV.
All four people in the two SUVs were taken to hospitals, but none of the injuries were life-threatening.
Police said the driver of the Isuzu will likely be cited.
