The Executive Director of the Justice Coalition Ann Dugger said the writing was on the wall and that there is no question that 24-year-old Bruce Edward McCray was a habitual offender and should have been in jail.

"We have a new administration at the states attorney's office and I believe this is going to be scrutinized,? Dugger said. ?It's going to be looked at under a fine-toothed comb. And he's not going to walk away."

Dugger has a lot of experience helping victims of rape and other violent crimes. When she saw McCray's criminal history, she was appalled. In 2003, when McCray was 18, he was arrested in connection with a sexual assault on a 15-year-old girl. He pleaded down to child abuse and served one year in jail. He was released in 2005.

In 2006 he was arrested on a charge of aggravated assault. The charges were dropped. In 2007, he was arrested on charges of assault and possession of a firearm by a convicted felon. The firearm charge was dropped, and McCray served 60 days in Jail.

That same year he was arrested again, this time on suspicion of possessing cocaine and resisting arrest. He served 30 days for the drug charge. The resisting arrest charge was dropped.

The alleged crimes continued in 2008, the states attorney's office said McCray hit his girlfriend and caused her to drop her baby. McCray pleaded guilty to child abuse, served 140 days in jail, and was placed on probation.

Prosecutor Alan Mizrahi told Channel 4 that in many of McCray's prior cases, victims were often reluctant to cooperate. Mizrahi also said a court ordered psychiatrist evaluation found McCray was unlikely to commit any more crimes.

"You've got a serial offender, you've got a sex offender, it always progresses to something worse," said Dugger.

McCray is being held in the Duval County Jail without bond.
