fast there. Channel 4's Hailey Winslow has more on why they say - they need something to slow drivers down. 3 3 0027-3042-45Zion Temple Church sits in the 3300 block of Phoenix Avenue near downtown...and cars......FLY by...some of them anyway. Marcellus Jackson is a church member...last week...on Fathers day - his 4 year old daughter Haidyn was hit by a car and thrown across the street in the dirt...She broke her femur and is currently in a body cast.Jackson missed the service that day and says he will never forget the feeling he got when the phone rang. Jackson says Haidyn was actually one of TWO people hit by cars in front of the church that day. And two years ago, Jackson says a man was killed on his motorcycle when he was hit by a speeder in the same area.what they're asking for is a speed bump or speed limit sign...because there aren't any nearby...They've contacted the city many times, but say they're not getting anywhere.I spoke with the director of public works who says this would be handled by the city's traffic engineering division. PREPRO He says there are 3 basic parameters: - the city has to decide if a speed bump or speed limit sign is suitable for that location.- then the applicant has to go through a petition process - and get approval from 75% of impacted residents and business owners.- the applicant also has to be committed to fund 50% of the cost.Jackson is hoping he can help make that happen, before another person is hurt or killed in front of their church.
