The city of Jacksonville and the firefighters union have declared an impasse in the long-running pension negotiations.
In the last two weeks, the two sides have held two meetings on pension reform.
The city says the union refused to discuss pensions and argued that the city needs to negotiate with the Police and Fire Pension Fund.
The city says those who oversee the pension fund don't have the legal authority to negotiate benefits.
The city is now asking a special magistrate to get involved.
