JACKSONVILLE, Fla. -

Local makeup artist Noreen Young knows when you should spend and when you should skimp. Her first rule, when it comes to foundation, go big.

"I think foundation is like bra, the bra makes or breaks an outfit and it makes a difference the way everything looks and the way everything lasts. It doesn't have to be fifty dollars, but it does need to be more than five," she said.

The makeup professionals that consulted with Consumer Reports in a recent article agree. They also say that blush is something else you should make sure is high quality. The reason, it lasts a long time so you want something with a high pigment. Eye liners, lip liners and makeup brushes are other items where they say you should always buy the best.

Young said, "Makeup brushes are really important. It's like eating with the proper utensils. You need that right knife and fork for your steak."

As far as the products where you can save, mascara is on Consumer Reports list. They suggest replacing the tube every six months. Also, you don't have to spend a bundle to get a great eye shadow.

"Sometimes the brand is just as gorgeous and fabulous as the most expensive brand," Young said. "Some companies that own other brands underneath their umbrella, they have that big company behind them at a better price but still offer it to the consumer."

Young says cutting corners may require some trial and error.. But once you find your favorites, hang onto them.

"Find what works for you because what works for you may not be the most expensive. It may be the middle of the road," she said.

Two other places where Consumer Reports said you can save, lipstick and lip gloss.
