State mulls rules for Internet cafes
One day after Gov. Rick Scott said he wanted to close down Internet cafes and a House committee voted to ban what some consider the unregulated gambling operations, a Florida Senate committee advanced a bill that would put additional restrictions on the businesses.
Some state lawmakers call the operations "storefront casinos" and are pushing to ban the businesses. The governor agrees.
"I don't believe that the Internet locations are legal or should be legal," Scott said.
But operators of the businesses and their customers see it differently.
"It's not what a lot of people think it is," said Marla Dietrich, who owns an Internet cafe.
There are about 1,400 of the operations in the state that offer cash prizes for what the businesses call sweepstakes.
Michelle Robichaux loves visiting the Internet cafes and watching her earnings flash across the computer screen.
"I like the games. I like the atmosphere of the games," Robichaux said. "They treat you with snacks or rewards, so it's very rewarding."
Robichaux said she has won more than $1,000 in the past from a $10 buy-in.
Channel 4's Elizabeth Cate, who visited one of the businesses Wednesday, said the sweepstakes games make you feel like you're gambling. With the click of a button, the computer stimulates a slot machine.
Dietrich said its not gambling because there's no real risk involved. The customer pays a fixed amount and they win a pre-determined prize.
"This is just an electronical way of revealing some kind of sweepstakes prize or no sweepstakes prize, whether you win or lose. That's all they are," Deitrich said. "There's no skill involved in them. There's no betting involved in them. As long as you can hit the button, you can play here.
While Deitrich is opposed to a ban, she supports tougher regulations to legitimize the games.
Her customers agree.
"It actually is a positive thing to do," Robichaux said. "It's not getting anybody into serious trouble or anything. It's not harming anybody and it's very rewarding at times."
