Teens arrested again

VIDEO: The first time ... it was hard to believe -- a 12-year-old and a 14-year-old charged with STEALING a car, then crashing it. Now ... we're told the same two kids have just gone on their second joyride in the past two weeks ... but this time they switched seats.
