Police: Man charged with neglect after 3-year-old found wandering in road

GAINESVILLE, Fla. – A Gainesville man has been charged with child neglect after a 3-year-old boy was found Tuesday wandering in the middle of the street, wearing only a soiled diaper, police said.

The boy was found walking on NW 39th Avenue. He was crying, and the witnesses who found him kept him safe and put some clothes on him, police said.

Officers worked for more than hour to find the child's home without success before Charles G. Ragans, 46, walked up and said he was supposed to be watching the child, police said.

Police said Ragans had been drinking and told officers he fell asleep in the house after letting the boy go outside to play.

Ragans was arrested and charged with child neglect without great bodily harm, which is a felony. He is being held on $50,000 bond.
