FDLE raids office of doctor accused of exchanging Rx for sex acts

State health department suspends Dr. Asok Roy's license to practice medicine

ST. AUGUSTINE, Fla. – On the same day as a St. Johns County doctor's license to practice medicine was suspended by the Florida Department of Health, his office was raided by agents with the Florida Department of Law Enforcement. 

A search warrant was executed Tuesday afternoon at Dr. Asok Roy's office, the Medical Clinic of St. Augustine on A1A -- just north of Crescent Beach -- as a result of a multiagency investigation into accusations that Roy traded sexual favors from patients in return for prescriptions and services. 

As Roy was leaving his office, the media asked him if the allegations were true, to which he responded, "No way, Jose." He also denied asking patients for sexual favors.

"Never. You can ask each and everybody here," Roy said.

In the order of emergency suspension of license issued by the state surgeon general, Roy is accused of using his medical office as a front for a pill mill operation that allowed people to pickup up prescriptions medications without an examinations. The document also stated Roy's wife worked at the office as an unlicensed medical professional. 

Outside the office, Roy was asked by one reporter, "Were you running a pill mill?"

"No sir. It's not allowed to be a pill mill because the government restricts how many people you can see," Roy said in response. 

Between November 2015 and February 2017, Roy performed free or discounted medical examinations and provided prescription drugs in exchange for sex acts from patients, according to the 37-page report obtained by News4Jax from the state health department.

Investigators also said the doctor prescribed drugs to people without conducting an appropriate medical examination and in some case, no examination at all.

Roy said he was set up.

"Law enforcement sent in a nude girl. What the f*** you expect me to, excuse my language, what you want me to do?" Roy said.

The FDOH report said the St. Johns County Sheriff's Office sent a female deputy undercover to his office around November 2016 as the result of claims made by an informant.

Roy invited her to his home and bedroom for a massage, the report said, and tried to get her to perform oral sex on him in the office. She rebuffed his advances and he gave her a prescription for a narcotic, the report stated.

Another informant told the Sheriff's Office that she was given a prescription for drugs in exchange for oral sex.

"They came and they basically raped me in my office and my house," Roy said as he drove away. "They think I'm running a meth lab here."

A patient who arrived at the office after it was shut down said she was aware of the accusations.

"It's not surprising," said the patient, who wished to remain anonymous. "It was only a matter of time for this to happen to him."

Employees at neighboring businesses also said they weren't surprised by the investigation. One employee, who did not want to be identified, detailed a previous incident in which officers showed up at the clinic with a woman who filed a complaint.

"She said he was trying to get her to give him sexual favors in exchange for her prescription because she didn't have the $200 to pay him for her prescription," the employee said.

An FDLE spokesperson told News4Jax that they did not expected any arrests Tuesday. No criminal charges have been filed.

Last year, Roy was hit with two misdemeanor charges, assault and trespassing, as the result of a dispute with a neighbor. According to the incident report, Roy broke through the fence and threatened the neighbor, first with a raised fist, then by picking up a rock. Two men with Roy pulled him away from the neighbor. Roy was not arrested, but given a notice to appear in court. That case is still pending, with a hearing set for May 30.
