When officers went inside, they found Stefan Robinson and Malcolm Baker dead from gunshot wounds.

A witness told police two men wearing black clothes ran from the scene after the shots were fired and drove away in an unidentified vehicle.

The complex where the men were found has been the subject of a recent battle between the city and Ability Housing of Northeast Florida, which wants to turn the property into housing for homeless veterans.

The city denied Ability's petition, saying the area is not zoned for that purpose.

Anyone with information about the shooting is asked to call Crime Stoppers at 866-845-TIPS.
