Deputies said initial reports were that the boy was not seen for 10 minutes before being found in the water. The St. Johns County Sheriff's Office said neighbors had taken life-saving measures when first-responders arrived. He was transported to Flagler Hospital, but he could not be revived.

The Major Crimes Unit responded to process the scene, but the medical examiner ruled the cause of death accidental.

A GoFundMe account was set up to help Carter's family with funeral expenses.
