PALM COAST, Fla. – A 28-year-old Palm Coast man was arrested Wednesday in connection with a recent burglary on Warren Place.
Deputies said they saw Frank Debisceglie walking in the area of Wynnfield Drive carrying a sweater under his arm and then stopping and staring at several homes. Deputies stopped and asked if they could talk with him about why he was in the area and what he had wrapped inside the sweater.

Deputies told Debisceglie there had been a recent burglary in the area and that they were conducting preventive patrol. Debisceglie told deputies that he had "work tools" wrapped inside the sweater.
Debisceglie consented to a search, and deputies said they found a spoon inside of his pants pocket and an intravenous needle under his shirtsleeve. Deputies said they then searched the sweater and found a black beanie cap with eyeholes cut out, a large flat head screwdriver, a crowbar and a pair of gray gloves.
Debisceglie was later questioned and charged in connection with a recent burglary on Warren Place. He was charged with possession of burglary tools, burglary of an occupied dwelling and violation of probation.
Debisceglie was booked into the Flagler County Detention Facility without bail.
"The Safe Neighborhood Unit and our detectives did an excellent job in putting this man behind bars," Sheriff James Manfre said. "They identified an area where a burglary had occurred and then moved in and concentrated their patrol efforts in that area, which ultimately led to the arrest of this individual."
