Tracy was not wearing a seat belt, according to the FHP report.

The passenger, 22-year-old Michael Neves, survived with no injuries.

The investigation is ongoing to determine if alcohol was a factor in the single-vehicle accident. Troopers said they would like to talk to a potential witness who was driving a white car east on C.R. 304, turning north on U.S. 1 about the same time of the crash.
