Man extradited to face charges in killing over $5

JACKSONVILLE, Fla. – A man arrested in Georgia two years ago in the killing of another man in Jacksonville over $5 has been brought back to Florida to face the murder charge, the Jacksonville Sheriff's Office announced Monday.

U.S. marshals arrested James Russell in February 2013 in a motel in Albany, Ga. He had been sought since November 2012 in the shooting death of 36-year-old Phillipe Foster just north of the Sports Complex about an hour after a Jaguars game.

Police said Russell shot Foster during an argument at the intersection of A. Philip Randolph Boulevard and Jessie Street. The killing was not related to the game.

Investigators said witnesses identified Russell.

Police believed Russell fled the state after the killing, and they turned the search over to U.S. marshals. They said Russell was hiding in the Georgia motel under a false ID.

In addition to the murder charge, Russell faced various drug, firearm and ID theft charges in Georgia. He's served his time for the Georgia charges and is being brought back to Florida to face the murder charge, police said.
