Meda was indicted on June 26, 2013.

According to the plea agreement, Meda was a resident of Duval County since at least 2008. During the 2008 and 2009 calendar years, Meda received gross income substantially in excess of the minimum amounts legally requiring him to pay federal income taxes.

Due to his receipt of the income, Meda was required to file an income tax return with the Internal Revenue Service on or before April 15, 2009, (for taxable year 2008) and on or before April 15, 2010, (for taxable year 2009). Meda willfully failed to file the returns for both calendar years.
