Residents of Panama City beach say there's been too much trash, drinking and rowdiness. The community has passed the new ordinances to lower the amount of people who are allowed on the beach.

Bars must now close at 2 a.m., which is two hours earlier than last year.  The sheriff's office has also created a makeshift beach jail.

But the people don't want all of the celebrating to stop. Spring Break is Panama City Beach's third most popular time for tourism.
