Brosche is an at-large council member and beat out John Crescimbeni 11-8 in the council's vote Tuesday.

Crescimbeni has served a combined 16 years on the council.

The vote appeared to be the old guard against the new, as many of the newer African American council members voted as a block for Brosche and many of the old guard members, including Boyer, voted for Crescimbeni.

In March, the African-American members had called for a bigger role in deciding who the new president would be.

District 3 council member Aaron Bowman was elected vice president.

Their new roles begin in July.
