Lake City police: Rayl Jackson charged with multiple sex offenses

LAKE CITY, Fla. – A man who is a registered sex offender accused of having an affair with a teenage girl has been charged, police said.

The Lake City Police Department said it was contacted Tuesday by a concerned mother who said she had discovered that a 24-year-old man, identified as Rayl Jackson, had been communicating with her 16-year-old daughter in a romantic manner.

The mother told police that she contacted Jackson and told him to stop communicating with her daughter.

Several weeks later, the mother learned that Jackson was still in communication with her daughter via text message and Facebook messaging.

Police said the mother took her daughter's phone, where she discovered nude images of Jackson, police said. She called LCPD and turned over the phone to an investigator.

An analysis of the phone revealed videos of Jackson masturbating and videos of Jackson and the victim performing lewd acts, according to police.

It was also discovered that Jackson is a previously convicted sex offender who was released from prison less than a year ago after serving a three-year sentence for possession of child pornography, police said.

Jackson is a registered sex offender, though he has failed to register an address since his release, according to LCPD.

A warrant was obtained by LCPD, but Jackson could not be found immediately because he was not living at the address on file with his sexual offender/prison release information, police said. State law requires offenders to update the information when they change addresses.

Investigators followed a trail from address to address because Jackson had moved numerous times since his release. Police said he was found and arrested Thursday afternoon.

"Protection of youth in our community is one of our highest priorities," Chief Argatha Gilmore said. "Parents are urged to monitor the activity of their children, especially in today's world of Facebook, Snapchat and a laundry list of 'secret' communication apps that predators can use to prey on victims."

Jackson was charged with multiple sex offenses, including unlawful sexual act with a minor, distribution of lewd material to a minor and sex offender registration violation. He was taken to the Columbia County Jail, where he is being held on a $250,000 bond, police said.
