JACKSONVILLE, Fla. -- A judge issued an order Friday preventing a Nassau County man from using the Internet to solicit funds he claimed would benefit Hurricane Katrina victims.Florida Attorney General Charlie Crist accused Robert E. Moneyhan, also known as Demon Moon, of fraudulently soliciting donations on Web sites he created before the hurricane struck the Gulf Coast.Nassau County Circuit Judge Brian Davis issued a temporary injunction barring him from that activity.
Crist filed a deceptive trade practices lawsuit against Moneyhan in Nassau County and asked for at least $10,000 in civil penalties and restitution for any consumers injured by the sites. He asked Davis to freeze Moneyhan's assets and block him from any solicitation of donations via the Internet for two years."While difficult times bring out the best in most people, unfortunately they also bring out the worst in a few," Crist said.Crist said donations from the unregistered sites were to be directed to Moneyhan's PayPal account.Moneyhan, 51, said he only intended to secure domain names to keep others from profiting from them. He denied soliciting donations."As people were watching the storm, I knew that other people were going to be snatching up domain names and making a profit," Moneyhan told The Florida Times-Union.But state investigators determined that the sites did not represent legitimate charities and would not benefit hurricane victims.Moneyhan has changed the Web sites so they no longer solicit contributions, but now appear to offer the Web site names for sale to the highest bidder.
