Fear Of Ivan Mixes With Frustration For Victims Of Frances

Some N.E. Florida Residents May Not Get Electricity Until Next Week

Almost a week into coping with Hurricane Frances, frustration is high, tempers are short, and fears over the next storm are rising.

Police were called to control hundreds of people in line at the Jacksonville comfort station on New Kings Road.

"They cut down the tree, they fixed the line, but there's still no power," Clay County resident Crystal Sanders said as she waited in line for relief supplies Friday morning. "Ivan's coming, and I'm scared."

Hundreds of people showed up for water, ice and other relief supplies Friday morning at the five comfort centers set up in Jacksonville, but some tempers flared at the Northside center when they ran out of food vouchers.

"People are getting irritated, people are skipping (in line); they don't know how to be civilized," Valerie Vouthillier said.

Police were called to two of the centers after disturbances were reported, but there were no arrests. People showing up for water, ice, and other supplies are being turned away unless they can prove Duval County residency.

Those from other counties are advised to call their emergency operations center or the Red Cross.

State officials report more than 97 percent of the 6 million Floridians who lost electricity from Hurricane Frances had their power restored by Wednesday morning. The JEA reported Friday that all of its customers who lost power from Frances were restored by Monday afternoon.

    A Clay County man was arrested Thursday night, charged with vandalizing the Clay Electric office in Orange Park.

    David McCall, 23, is accused of spray painting the words "Power Nazis" on the building. McCall's home was one of the 25,000 Clay Electric customers that are still without power.

    The JEA reports 10,500 of its customers were still without electricity Saturday afternoon, with the heaviest concentration of outages in downtown.

    JEA managers admitted midweek that the damage to their electrical system was greater than first thought, but they hoped to get power restored to everyone by Monday.

    Florida Power and Light reports to 373,800 customers in the state were still without electricity Saturday morning -- almost 40,000 of those in northeast Florida. The utility said that it has restored power to more than 80 percent of their customers, some -- including some of the 12,400 still without power in St. Johns County -- may not get their lights back on until the middle of next week.

    Food Lion gave away two truckloads of ice and water to Hurricane Frances victims at two of its stores in the Jacksonville area Friday morning.
    "It's very frustrating, because where we live, you look a block south of us, you can see electricity," Earl Gillard said. "Our fear is we may get power reestablished just to have it go out once again."

    Hundreds lined up at two Food Lion stores Friday morning, as the grocer gave out truckloads of ice and water to Hurricane Frances victims.

    "It's food in my babies' bellies. It's a blessing," said Sanders, whose family has gone all week without electricity and water. "There's no AC; they can't do simple things like brush their teeth."

    The five Jacksonville comfort centers closed for the weekend at 8 p.m. Friday. Anyone needing assistance in the city is advised to go to the Veterans Memorial Arena downtown, which is open as a shelter, but will not have food or food vouchers.

    The Heart family came to the Veterans Memorial Arena Wednesday night after living for three days without electricity or water.
    In Clay County, the Salvation Army has set up a feeding canteen in the parking lot of Hitchcocks Grocery on Highway 100 in Keystone Heights. Ice is also available at that location from 8 to 10 a.m. and 4 to 6 p.m. Union County is also distributing free ice.

    Some shelters remain open to residents still without homes or electricity, including the Arena in Jacksonville and at the Weigel Senior Citizen Center at 3916 Section St. in Middleburg.

    Among the people spending Thursday night at the arena were Jeremy Heart and his family, who have been without power and water since Sunday.

    "It was the heat -- I couldn't stand it no longer. ... The fire department came up and let us know there was a shelter to come to with air conditioning," Hart said. "I think it's wonderful. It's a nice place to have, to come sleep, take a shower."

    More Students Return To School Friday

    More than 100,000 students in Duval County went back to classrooms Friday after getting an extra four days of Labor Day holiday because of Frances.

    Because of electrical outages, flooding, or impassable roads, students in five counties in the Channel 4 viewing area won't go back to class until next week.

    Schools in Baker, Clay and Nassau counties in Florida, and Camden, Charlton and Ware counties in Georgia reopened Thursday, although some counties said those with weather-related absences will be excused.

    Students in Alachua, Bradford, Brantley, Columbia, Flagler, Putnam, St. Johns and Union counties won't return to school until at least Monday.

    Water Still Rising Along Rivers, Streams

    The weather is finally back to normal -- partly sunny with afternoon thundershowers -- but after 13 inches of rain fell on parts of northeast Florida and southeast Georgia over three days, area rivers are still overflowing their banks.

    The St. Marys River was 15 feet above flood stage Thursday and still rising. Nassau County sheriff's deputies were patrolling the area by boat to check on the residents and ensure their property was secure.

    Black Creek leveled at 19.8 feet Friday -- still well over flood stage of 16 feet, but down from its crest of 21 feet on Wednesday. Clay County officials are worried about more flooding from heavy storms forecast this weekend, and then from Ivan.

    The Santa Fe River was 5 feet above flood stage Thursday and rising. Even the St. Johns River may overflow its banks during high tides for the next several days.

    U.S. 301 was completely closed near Starke due to water over the roadway. South of Lake City, county Road 18 and U.S. 441, as well as state Road 47 south of county Road 240 are closed. The Florida National Guard is assisting with traffic control.

    Baker, Bradford, Chalton, and Charlton counties remain under flood warnings, and residents fear even more rain coming.

    Cleanup Plans

    Jacksonville Mayor John Peyton announced a "very ambitious plan" to have the city cleared of debris by Sept. 19.

    He encouraged residents to cut debris into 5-foot lengths and stack it within five feet of the curb pickup, as crews will not be picking up debris on private property.

    Yard-waste pickups would be doubled to twice each week for the next two weeks. Fees are also waived for anyone taking yard waste to city dumps.
