Investigators said a neighbor called them regarding the neglected dogs at the house in the 9200 block of Adams Avenue, off Soutel Drive.

A fourth dog ran through a hole in the fence and into nearby woods, investigators said.

A neighbor, who did not want to be identified, said she noticed a foul odor coming from the property and reported it.

"It's sad. Being an animal lover, it's hard 'cause like I said, over the years I've seen animals cycle on and off the property, and the smell is nothing new," she said.

Investigators are asking residents in the area to be on the lookout for the dog that escaped and call Animal Care and Protective Services if they see it.
