4th suspect arrested in sexual assault of Flagler Co. woman

FLAGLER BEACH, Fla. – The fourth suspect charged in connection with a March sexual assault in Flagler Beach turned himself in Wednesday.

Deputies said Frank Goggans was expected to post a bond of $25,000 on a charge of kidnapping.

Three other men wanted in connection with the assault have already turned themselves in.

Kurt Benjamin surrendered himself Saturday morning on a warrant charging him with sexual battery and
kidnapping and was transferred to the Clay County jail. He is being held on $100,000 bond.

Daniel Goggans turned himself in to the Flagler County Detention Facility last Thursday. He was transferred to the St. Johns County jail, where he was released Tuesday after posting $100,000 bond on charges of sexual battery and kidnapping.

Charles Cowart turned himself in Oct. 30. He is charged with sexual battery and kidnapping and is being held without bond on an additional charge of violation of probation.

Investigators said the victim, a woman in her early 20s, left Finn's Bar with a group of men who took her to a beach house and sexually assaulted her.

Officials identified those men as 28-year-old Daniel Goggans, 26-year-old Benjamin and 30-year-old Cowart.

Deputies said the men moved the naked women into 31-year-old Frank Goggan's car and taken to a cabin in a remote part of the county, where she was attacked again.
