Police identify man shot, killed following argument on Northside

JACKSONVILLE, Fla. – A man was shot and killed near New Berlin Elementary School after an argument late Tuesday afternoon, according to the Jacksonville Sheriff's Office.

"Today at 5:41 p.m. patrol officers responded to Moose Road and New Berlin Road on reference to a shooting investigation. Upon their arrival they found a male lying in the roadway with what appeared to be gunshot wounds," said JSO Homicide Sgt. T.K. Waters.

Wednesday morning police identified the victim as Cecil Dale Scalf.

Police said three men met for business purposes near Moose and New Berlin roads -- two streets down from the school -- and one of the men shot one of the others after an argument.

"From what we've learned so far there were three guys that were meeting there for business purposes, nothing illegal that we can, that we know of now. During that meeting there was an argument, during that argument some gunshots rang out and we have the situation that we're in now," said Waters.

Scalf was shot and later died.

"There are witnesses that are cooperating and we're interviewing them as we speak. We're getting things together, gonna head down and we'll be interviewing them momentarily," said Waters. 

The other two men remained at the scene and were cooperating with police Tuesday night.

"The people that were involved are here, we do have them, we are talking to them. We are not looking for suspects, no," said Waters.

The names of the other two men involved were not released.
