Police say couple passed out with drugs in reach of their children

JACKSONVILLE, Fla. – A man and woman were arrested for child abuse after authorities said they found them passed out with drugs and paraphernalia within reach of their children.

The Jacksonville Sheriff's Office arrest report said someone who knew the family came over to visit a 3-week-old baby when they found Richard Brian Bopp, 34, and Gabrielle Lee Barcomb, 26, unconscious in their bedroom. After they were cleared medically, the two were booked into the Duval County jail on charges of felony child neglect.

The police report said Bopp put up a fight when he was arrested, and he was kicking and screaming as he was put in the police cruiser. Officers said Barcomb was so intoxicated that she couldn’t communicate verbally.

The report said an officer and rescue personnel found syringes with exposed needles laying on top of a dresser within reach of three children.

The Department of Children and Families removed the children from the home and placed them in state custody.

The Sheriff's Office said liquid in one of the needles field tested positive for Molly and another substance tested positive for heroin.
