Police: Library surveillance shows man masturbating near children's section

JACKSONVILLE, Fla. – A man was arrested Friday after he was seen in surveillance video masturbating in the downtown Jacksonville Public Library, police said. 

Jamar Burch, 26, is charged with lewd and lascivious exhibition in the presence of an elderly adult.

Library surveillance recorded about 5:45 p.m. Friday shows Burch standing in the hallway with his pants partially down, inappropriately touching himself, according to the Jacksonville Sheriff's Office. 

An elderly woman told police that she walked by the suspect while he was standing against the wall and reported it to the library's security office. When she saw what he was doing on surveillance monitors, the woman was upset by his actions, according to the incident report. 

Police said Burch was also seen in surveillance captured on Jan. 17 doing the same thing near the children's section of the library. 

Burch was taken into custody on North Main Street after he had left the library Friday, police said. 

He was told he is not allowed to enter any of Jacksonville's public libraries indefinitely. 

Burch is being held on $100,000 bond at the Duval County Jail.
