DALLAS – A Texas man surrendered to authorities this week after he was seen on camera abandoning a dog on the side of the road in Dallas, animal welfare activists say.

The mixed-bred dog, named Claira-Belle, was located by passersby Aug. 5 and picked up by animal services the following day, according to the SPCA of Texas.

Animal welfare advocates said they got a tip about two weeks later and launched an investigation. As it turned out, surveillance cameras installed by local police were filming when the dog was dumped.

The SPCA said its investigation led them to Gorge Spears, who acknowledged dumping the dog "because his sister was unable to control her."

That admission prompted Dallas County prosecutors to file a warrant Sept. 8 for Spears' arrest on a misdemeanor animal cruelty charge.

Spears turned himself in Sept. 11, according to the SPCA.

As for Claira-Belle? Well, she was adopted this week!
