65-year-old man accused of assaulting girl under 10

JACKSONVILLE, Fla. – A 65-year-old man who police have charged with sexually assaulting one young girl may have done the same to other children, according to his arrest report.

Charles Parks was so well known in the Tradewinds Apartments on Timuquana Road, the children called him "Mister Paul."

Police said a girl under 10 who was having a sleepover at a relative's house nearby in late June went outside to play and was found inside Parks' apartment. When she returned home, she told her mother that he put her hands down her pants and touched her.

Police were called and investigated Parks, who was arrested Wednesday and charged with sexual battery. He was ordered held on $500,000 bond.

Detectives believe Parks would lure children to his Westside apartment with holiday decorations, candy and cookies. Those decorations can still be see from outside his apartment.

Police are concerned there could be other victims and want parents in the area to ask their children if they know or have had contact with him. If so, detectives would like you to call them at 904-630-0500.
