Shall Columbia County levy a surtax on sales of goods within Columbia County at a rate of 1.0 percent, to build, construct, and maintain roads and bridges and associated infrastructure, which levy shall be deposited into a restricted-use trust fund for such purposes, beginning January 1, 2019?
