Florida State College at Jacksonville will pay $4.7 million for Pell Grants make by mistake

JACKSONVILLE, Fla. - Florida State College at Jacksonville -- not the students -- will pay back millions of dollars in federal grant money given to 1,300 students by mistake.

The college says it will repay the U.S. Department of Education $4.2 million for the grants given in error and a $515,000 penalty.

At the request of the FSCJ board of trustees, attorney Bill Scheu reviewed the Pell grant system for the college. He found that for years there was no oversight and very little training in the financial aid process.

"No being, not one, could remember any training program about appeals, financial aid standards or federal regulations going back to 2001," Scheu said. "That is 10 years, which is consistent with the recollection of Mr. Bowers that there was no training going back to 1998."

FSCJ board members will take recommendations made by Scheu last month under advisement and will conduct a workshop soon to try and implement some of the recommendations.
