Channel 4's Erica Rakow said when she arrived just before 8 a.m., a man was sitting on the steps near the woman's body. Police allowed him to remain there about 20 minutes before asking him to step away to be questioned as a witness.

Sgt. T.K. Waters could not provide the victim's name or say how she died, but he said there was no initial indication of foul play.

"It looks like she may have come here to go to sleep, but we're not quite sure just yet," Waters said. "Right now, it's an undetermined death."

Waters said a purse and other personal items were found near the body, but they don't know for sure they belonged to the victim.
