DOJ: Man pays over $30K to watch 'sex shows' of young children

Justin Laurence McKinley, 49, sentenced to 30 years in federal prison

JACKSONVILLE, Fla. – A Jacksonville man was sentenced to 30 years in federal prison for communicating over the internet with foreign nationals and soliciting the live molestation of children for online viewing.

The Department of Justice said an FBI investigation into a website engaging in the exploitation of children to participate in sexual activity revealed that several people in a foreign country were engaged in molesting young children in order to broadcast live streaming "sex shows" to online viewers who paid a fee to watch.

The DOJ said Justin Laurence McKinley, 49, was arrested, along with other individuals, for paying to view the livestreams.

Officials said McKinley sent a total of 100 electronic fund transfers totaling $31,415 to the people who molested the children in the "sex shows" between January 2014 and December 2015.

On May 18, 2014, McKinley watched a livestream in which someone sexually abused an infant, the DOJ said, adding that McKinley instructed the abuser as to what he wanted the person to do with the baby. The DOJ said McKinley engaged in many similar online interactions.

Officials executed a federal search warrant at McKinley's home on May 27, 2016, and seized computer media containing the abusive videos that he purchased and directed, the DOJ said. That computer media revealed at least 600 videos and 6,500 images depicting the sexual abuse of children ranging in age from newborn to 8 years old, officials said.

“Today’s sentence is the horrific nature of this crime,” acting U.S. attorney Stephen Muldrow said.
“We will continue to prosecute those who prey upon and violate our most vulnerable victims, wherever they are found.”

"This case demonstrates the relentless effort by the FBI Jacksonville Division and our law enforcement partners to identify and stop those who prey on our most valuable asset -- our children," Special Agent in Charge Charles P. Spencer said. "We work hand in hand every day to protect these innocent victims and seek justice for the egregious acts committed against them."

McKinely will also serve a life term of supervision upon his release and will have to register as a sex offender.
