Police: Man shot, killed; shooter sought

JACKSONVILLE, Fla. – A 33-year-old man was shot and killed in a mobile home on the Northside on Monday afternoon, and police are looking for the shooter, according to the Jacksonville Sheriff's Office.

Investigators said they were called to Trailer Village at 7000 N. Main St. just after 2:30 p.m. after receiving a call about several gunshots fired and someone shot.

Police identified the victim as Rafsaan Millner.

They were searching the area for the shooter. He is described as a black man with no shirt and black and orange shorts.

Carlos Pierce said he was in the mobile home park visiting a friend when the shooting happened.

"It sounded like firecrackers going off, but it was very, very, very loud," Pierce said.

He said he turned around and saw a man running in his direction while shooting backward. Pierce said he then ran into the victim's home and bear-crawled through the home so he wasn't hit by gunfire.

"Next thing you know, I hear a lady screaming, 'Breathe! Breathe!" Pierce said.

He said he saw the victim lying on the ground with a gunshot wound to the chest, and he saw an orange car speed off.

Pierce said the victim was unresponsive.

"There was a gun laying at the head of him, phone kind of broken to pieces on either side of him," Pierce said.

Anyone with any information on his identity or whereabouts is asked to call Crime Stoppers at 866-845-TIPS.
