JSO: Man arrested for murder in drive-by shooting

Police say woman also arrested, charged with accessory after fact

Robert Turner is charged with murder in a Moncrief drive-by shooting.

JACKSONVILLE, Fla. – A 21-year-old man and a 33-year-old woman have been arrested in connection with a drive-by shooting last week on Moncrief Road that left a 19-year-old dead and a 16-year-old injured, the Jacksonville Sheriff's Office announced Wednesday.

Robert Jacoby Turner was charged with murder in the case, and Katrina Banks was charged as an accessory after the fact.

JSO Lt. Ellis Burns said the two teens were shot at the corner of Moncrief Road and Golfair Boulevard about 3:45 p.m. June 14.

Police reports said at least one of the victims was shot inside the Quickway Convenience store on Moncrief Road. The other victim was found lying unresponsive on the ground near the store.

Keyshawn Rankin, 19, later died as a result of the gunshot wound, Burns said.

The 16-year-old was treated for a non-life-threatening gunshot wound. His condition and name were not released.

A tip at a traffic stop by the Florida Highway Patrol following a high-speed chase led investigators to a hotel on South Lane Avenue North, where they found Turner and Banks, along with several other people who were taken in for questioning.

Banks was the driver of the car at the time of the drive-by shooting, the Sheriff's Office said. 

"She had knowledge of the incident and actively participated," Burns said. 

Banks was arrested in a "Flakka" drug bust last December
