The report said Sgt. Mark Lowery, 60, was driving north on County Road 1475 in his unmarked Crown Victoria and hit Jones, who was walking on the grassy shoulder, when Jones tried to cross the road.

Witnesses told troopers it appeared Jones was trying to get to the nearby bus stop.

The FHP report noted that there are no street lights in the area and that speed did not appear to be a factor in the crash.

Lowery, a detective with the Starke Police Department, was not injured. FHP said charges are pending.
