JACKSONVILLE BEACH, Fla. -

The owner of a medical clinic at Jacksonville Beach was arrested last week for allowing unlicensed staff to perform medical treatment and fraudulently billing for services.

Chiropractor Steven Rhodes, owner of Ocean View Health Inc., was booked into the Duval County jail, according to Chief Financial Officer Jeff Atwater.

The investigation by the Department of Financial Services’ Division of Insurance Fraud found that Rhodes was submitting fee slips that overinflated the number of treatments being provided, according to Atwater.

Investigators say Rhodes submitted fee slips for treatments never performed. Among the insurance companies affected by this crime are Kemper, State Farm, Nationwide, Esurance, Progressive, United Health and Blue Cross Blue Shield.

Rhodes was arrested and booked into the Duval County jail on eight felony counts. If convicted, he faces a maximum of five years for each count.
