City's missing gift cards are accounted for

JACKSONVILLE, Fla. – The results of an investigation into a report of $27,000 worth of missing gift cards purchased by the City of Jacksonville were released Wednesday.

The Office of the Inspector General said the cards have been accounted for.

It determined only $3,175 worth of gift cards were missing, not $27,000 as originally thought.

The cards were located in the Finance Department safe.

The OIG investigation determined a lack of internal controls within the Alvin Brown administration led to the confusion.

As a result of the lack of internal controls, the City of Jacksonville internal review conducted in October 2015 was inaccurate because the reviewers were not provided with all the gift cards that were secured in the safe and in part due to an accounting error, the review said.

A total of 975 gift cards were purchased in October 2013 and November 2014 for a total of $59,956. They were purchased for the City of Jacksonville Rewards and Recognition Program.

The Lenny Curry administration decided to cancel the gift cards and was reimbursed $52,100, after fees.

The OIG recommended the following corrective actions:

  • Review and update the internal controls for Finance Department's controlled area which houses the safe
  • Ensure the Finance Department's employees adhere to the cash receipts standard operating procedure
  • Destroy and document the destruction of each gift card related to this investigation
