We spoke with a local attorney who represents two tourists in similar cases outside of Jacksonville. He says at least 12-women have been run over on Florida beaches.

"The injuries are usually severe, you've got a several thousand pound vehicle equipped with extra equipment that are rolling on top of people in sand, fortunately they sink in the sand and there has only been one fatality out of the 15 incidents where this has happened in Florida," John Phillips, a local attorney said.

Police are still investigating the incident on Atlantic Beach. We're told the ranger is at fault and will be cited.
