Tractor-trailer hits, drags woman out walking dog

Police are searching for tractor-trailer that struck woman in Westside parking lot

JACKSONVILLE, Fla. – A 42-year-old woman walking her dog in a parking lot was hit and killed by a tractor-trailer Friday morning at the intersection of Beaver Street and North Chaffee Road, according to the Jacksonville Sheriff's Office.

According to police, Kelly Black was struck in the back parking lot of a Kangaroo gas station just before 7 a.m. After hitting Black, the driver continued south on Chaffee Road, dragging the woman about 30 yards. 

Police have not been able to locate the tractor-trailer or its driver. JSO said there is no indication that the driver knew he struck someone. 

No witnesses have come forward, but traffic homicide detectives are going over surveillance video from the area to try to identify the vehicle. Police said prior to the crash, another a tractor-trailer was observed stopping and may have talked to the victim.

Police have not released the name of the victim, but family identified her as Kelly Black and provided a picture of her. 

Black's father, G.C. Bostic, is in shock. 

"I don't see how anyone could hit her and take her to Beaver Street and not know," Bostic said. "I'm just wondering how I'm going to tell her momma."

Black's family said she lived nearby and would often walk her dog, Poco, in the area.

"She was a good person," said Black's brother, Troy Bostick. "She had a heart of gold; loved her dog."

The dog stayed at the scene as rescue personnel arrived and police began their investigation.

"I don't know why she was up here at 5 o'clock this morning. I have no clue, but it cost her her life," said Black's brother, Troy Bostick.

Troy Bostick, who said he owns a truck company, said preventing accidents like this comes down to drivers being trained and well rested.

"If you can't hear a lady screaming underneath a tractor, you don't need to be driving a commercial vehicle," he said.

There were at least two other less serious accidents in the area after the initial crash. Chaffee Road reopened just before 10 a.m.
