Deputies release 911 calls in bank parking lot killing

Woman charged with murder after striking 2 with car

ST. AUGUSTINE, Fla. – Deputies in St. Johns County have released 911 calls in a killing in a bank parking lot Friday afternoon.

Investigators said 24-year-old Candace Jackson hit a woman and her daughter with her car in the Bank of America parking lot on U.S. 1 South, killing the mother, 56-year-old Rosa Lee Armstrong.

Armstrong and her daughter, 22-year-old Shaina Armstrong, were walking in the parking lot with other family members when Jackson drove toward them, striking them, deputies said."I'm at the Bank of America in the Publix Shopping Plaza by Wells Fargo," a 911 caller said. "Somebody just ran someone over with an SUV in the parking lot. Like creamed over them, went over the curb."

"Is the vehicle still there?" a dispatcher asked.

"Yes, it's stopped," the caller said.

"OK, do we know any condition of the patient. Is the patient breathing?" the dispatcher asked.

"I have no idea. I'm still in the car with all my kids. I was just leaving the bank," the caller said.

Deputies believe the act was deliberate.

Rosa Armstrong died at the scene. Shaina Armstrong was taken to Flagler Hospital with non-life-threatening injuries.

Deputies said Jackson and Shaina Armstrong were involved in a domestic relationship and the two argued earlier in the day. They said the dispute continued late in the afternoon and culminated in the bank parking lot.

Jackson was arrested and charged with one count of second-degree murder with a deadly weapon and one count of attempted second-degree murder with a deadly weapon.
